Field Note 080: The Second Signature

FIELD RECORD: The station answered the complaint about its conflicting notices with a second signature. The signature belonged to someone Mara had never met.

This is original systems fiction set in Clandestinia, not a report about a real organization.

The Packet

The traveler from The Other Notice had been told his complaint would receive a separate review. At the appointment, the new reviewer turned a thin packet toward him. Its first page described a misunderstanding about scheduling. Its second page recommended confirming the original decision.

Neither version of the notice was attached.

The traveler placed his two printed sheets on the desk. The reviewer could read them but could not add them to the official packet. New evidence had to return through the office that prepared the recommendation.

A Different Name

The reviewer was not pretending to listen. She asked careful questions and wrote down the disputed verbs. Then Mara asked who could authorize a different result.

The reviewer pointed to the approval field. It belonged to the supervisor whose desk had issued the notice. She could recommend reconsideration, but that desk could close the case without recording why it disagreed.

The station had separated the people without separating the decision.

The Unfinished Review

The reviewer declined to mark the complaint resolved. She recorded that the packet omitted the documents being challenged and that her authority did not extend to correcting the result. The note did not accuse the first desk of dishonesty. It described what the review could not do.

A senior officer arranged a review outside the issuing desk, with access to both notices and authority to record a correction. The original staff could explain their reasoning, but their summary would no longer be the only account considered.

The traveler still had no final answer. What changed was the route by which an answer could be reached.
