FIELD RECORD: The reviewer found the rule on the station’s public screen. Beneath it, in small blue type, was a date three weeks after the restriction.
This is original systems fiction set in Clandestinia, not a report about a real organization.
The Current Page
After The Three Witnesses, the traveler’s case no longer claimed three independent confirmations. The reviewer turned to the next question: what instruction had allowed the station to restrict access on the evidence it had?
The current page described a review before restriction. The case history showed a restriction before review. The clerk began explaining how the current procedure worked, until Mara asked which version the original desk had seen.
Three Different Dates
The document archive held an earlier instruction. Its approval date preceded the restriction, but its operational start date followed it. A training notice had circulated between the two. None of those dates alone established what the desk was supposed to do on the morning in question.
The reviewer requested the decision’s recorded rule reference and the transition notice. The reference pointed to an older version with a different escalation step. The transition notice said the replacement applied to new requests after a specified date; it did not explain how to review unfinished cases.
The public page was not false. It answered a different question.
An Explanation With a Date
The reviewer separated the record into two parts: the basis claimed for the original action and the procedure now available to reconsider it. She flagged the unresolved transition question for the responsible policy owner rather than silently choosing the version that made the case easiest to close.
The traveler still wanted an answer. This was not yet one. But the station could no longer present a newly published safeguard as evidence that the earlier decision had followed it.
Mara watched the clerk add a version identifier beside the rule title. The title had always looked complete. Only now did it point to something they could examine.
