Intel Report 080: Intake Is Not Evaluation

SUMMARY: An intake system answers whether material arrived in an acceptable form. An evaluation answers what that material supports. A review record should not silently substitute the first answer for the second.

State What Actually Happened

In The Unopened Attachment, a fictional portal receives a form but rejects its attachment. The receipt hides the distinction, and the case summary turns a technical failure into an apparent absence of participation.

Separate attempted delivery, rejected material, accepted material and completed evaluation. An accepted file has not necessarily been read. A readable file has not necessarily been judged relevant. A rejected file has not necessarily been judged false.

Match the Receipt to the Record

A receipt should identify what the service accepted and flag unresolved intake problems in language the sender can understand. A reviewer needs a compatible account of those events. If the sender sees success while the reviewer sees an empty evidence list, both may act reasonably on incompatible information.

Do not solve this by retaining every rejected file indefinitely. Decide what minimal event record is needed, who may see it and how long it should remain. Preserve the distinction without creating an unnecessary archive of sensitive documents.

Keep Restrictions and Recovery Together

File restrictions can remain in place while the service provides an approved alternative. Explain the accepted route, how the person can obtain assistance and how an unresolved intake problem reaches a responsible staff member. Do not encourage people to disguise extensions, bypass screening or send private records through an unrelated public channel.

Any alternative should describe what it preserves and what it may change. A conversion or transcription should not be treated as identical to its source without checking the details relevant to the review.

Correct the Inference

When a summary confused rejection with non-submission, repair that statement as well as the intake route. Then identify whether a dependent decision needs reconsideration. Better delivery does not predetermine the eventual assessment.

Use Trace Evidence Intake alongside the systems accountability guide. This is a process-review framework, not a file-security specification.
