SUMMARY: An unobserved-path map identifies consequential routes that fail to produce complete evidence across triggers, handoffs, controls, recipients, and participant outcomes. It tests whether monitoring represents the system rather than merely describing its instruments.

Choose one high-consequence event and a recent system version. Include operators, data owners, support staff, and a participant-facing representative. Use synthetic records and preserve rollback for every probe.

1. Define the Consequential Event

Name the trigger, affected population, required control, expected recipients, participant-visible result, and maximum acceptable time to completion or correction.

2. Build an Independent Denominator

Estimate expected events from inventories, schedules, contracts, source records, or recipient lists that do not depend on the primary monitoring collector.

3. Draw Every Route

List normal, low-volume, manual, partner, batch, retry, recovery, and emergency paths. Extend the dependency register through participant interfaces and support queues.

4. Mark Evidence at Each Boundary

For every handoff, record the expected event, identifier, timestamp, custody owner, acknowledgment, retention period, and alert for absence.

5. Reconcile Identities and Counts

8. Exercise Bypasses and Exceptions

Test emergency access, approved exclusions, bulk corrections, and operator workarounds. A bypass must generate evidence, ownership, participant protection, and expiry.

9. Compare Participant Evidence

Sample notices, appeals, support contacts, and correction requests. Cases absent from official telemetry identify the most valuable paths to instrument next.

10. Assign Coverage and Remap Triggers

Publish observed share, unknown share, weakest route, evidence owner, remediation date, and triggers for remapping after topology, dependency, authority, traffic, or policy change.

Preserve every failed probe with its route, timestamp, expected evidence, observed result, and disposition. Re-run it after remediation and keep both outcomes. A repaired path should become a permanent regression case, not a one-time success.
